Definition

The term Request For Comment (RFC) is an open document outlining proposals from several experts, stakeholders, and/or engineers to create or modify existing technologies and standards. This method was and still is largely used by Internet Engineering Task [↗] to create and improve existing internet standards such as the TCP/IP [↗] specification.

Examples

Many projects especially open source projects have adopted the RFC approach to collect proposed changes and additions from its users.

For example, The PHP programming language has an RFC process [↗] for collecting, voting, and implementing improvements and new features.

Summary

For most closed-sourced projects it's common to hear the term feature request [→] instead. In this case, the creators ask their users for features they would like to see and not so much for them to comment on the specifics of how they expect these features to work.
